While I like Plan 9 myself, it's probably a bit too niche to claim a significant loss in portability though?
The Guix people have a really neat way of bootstrapping GCC and other tools from much simpler compilers, perhaps something similar is a path forward to get a modern C++ compiler in Plan 9
