No sign of plastic in the Kyiv constructions.

Boud (boud@framapiaf.org)'s status on Friday, 04-Feb-2022 12:18:56 UTC Boud My opinion of Art. 7 of "Agreement on measures..." is much less relevant than NATO's written response.
Hume's paradox: 100,000 or 200,000 Russian military are no threat to Ukraine or Poland if they refuse to obey their hierarchy. In Hume's terminology, Putin's power is founded on the opinions and the "implicit submission" of 140M Russians, including the military. Without these, he has no power.
Putin certainly knows Hume's paradox and is frightened by it.

> If de-escalation in Donbas occurs as verified by the existing OSCE observer mission ...

Boud (boud@framapiaf.org)'s status on Friday, 04-Feb-2022 12:18:46 UTC Boud What's new is making these promises when mainstream media is strongly focussed on the issue.
"The devil is in the details." The diplomats should explain what they mean by both sides promising an "unconditional ceasefire" in relation to the actual reports coming from the OSCE SMM. The media should focus on this too. Where are the mainstream news articles?
Analysis of the OSCE SMM reports would be useful: inferring which side is violating requires geo-analysis.
