It will make logging web sites visited harder rather than impossible. Tor wasn't really designed for a total surveillance scenario and so by running enough nodes governments can probably dox a certain percentage of users some of the time.
But anything which screws with Theresa May's plans and makes the lives of the securocrats harder is a kind of victory.
