'~bob' means "Bob's home folder" even when I'm logged in as another user. '~/bob' means a file or folder in my current loginID's home folder. -

The reason I did :wq was because the first thing I tried was :q and it complained about unsaved changes.. I bet that's how a lot of people learn that.
