Great for cost efficiency and price negotiation leverage. And all else being equal, encouraging people who can afford it to fund those who can't is great.
What I'm saying is: How about the state does the crowdfunding according to income.
Where I grew up we just went to school, my parents weren't invoiced a thing. There were books and there was lunch.

It ends up being cheaper for everybody because they can order wholesale, and the cost is spread on more people.
