@fu It may be, but remember that radio stations occasionally shift formats and pursue completely different audiences. That market may have some substantial audiences left unserved.
Still, I think "conservative talk" as a format is probably a top 3 format for commercial radio. A music-based format means people turn it off if there are too many commercials during morning drive time. But talk show hosts can ooze sincerity while reading copy about "it really works; I tried it myself" and their audiences will flock to buy whatever it is.
