The https://en.wikipedia.org/wiki/Jerusalem_Embassy_Act of 1995 was voted through with remarkable majority. Except that Congress doesn't set foreign policy, so three successive presidents have suspended the move on a half-year basis. And DJT suspended it in June. -

A bit like voting on Trump, I guess.
Whereas the Social-Liberal take is that this upsets a delicate balance, gives unstable groups an excuse to act out, shifts the Overton window and may ruin everything.

For example, I believe, but I'm not sure, that some deals have offered land in exchange for not agreeing to the right of return, which is a non-negotiable no-no for the Israeli. -
