If ISIS robs your banks and burgles your homes, is that an act of war?
Isn't the difference that it's a state-like actor with territory, rather than the fact that it's terrorism?

@dogjaw @lambadalambda @takeshitakenji Terrorism is a crime. Like all crime, it can be discouraged by law enforcement, but never eliminated.

There's no military position to attack. Artillery, air force, navy, infantry, marines are useless against it.
The RAF, IRA, ETA weren't stopped by military assault.

@dogjaw @lambadalambda @takeshitakenji Destroying the financial base of ISIS may or may not help. But the IRA wasn't funded by Ireland, IIUC it was mostly funded by US Irish. Should the UK have declared war on the US? Should Spain and West Germany have declared war on themselves? Or West Germany on East Germany? What good would it have done?

In the UK, France and other places in Europe, not so much.

So in the case of ISIS, the terrorism is tied to a war. Apart from fighting the war down there to remove their source of funding and moral support, that doesn't make it helpful to treat the attacks as anything that can be stopped by anything other than police work.
