Yes, it can be used as a way for the university to cut some costs but another possibility, that the article never mentioned, is that it can also be used for more _quality_ time between the teachers and their students. e-lectures can free passive lecture time and let the teacher have more workshops where the student works actively. However, when they poll people in the article, they put e-lectures and active learning against each other. Really poorly worded question.
