The satellites themselves don't track the device, it's the other way around.The privacy issues with locations services come from the other methods used to determine location, like Wi-Fi and cellular networks.

Even if we are "100%" protected, if we use GPS, a satellite is a huge man in the middle to leak our information to. And it does even matter where country did that satellite came from. USA, China, Russia, whatever.. #privacy
