   "I wonder if it's supposed to be a made up symbol so that if anyone copied the Association for Font Information Interchange's library then it would be easy to point out and sue. Like how maps will include fake places or roads or dictionaries have fake words"

   I mean this one is a stretch

     Given that two separate people commented it I'm inclined to think it means "housing not grounded", either in the 70s in Hungary and Czech Republic, or in German in the 20s
