It is named after en.wikipedia.org/wiki/Indianapβ¦ , which is the Indy 500 race course, and mostly runs the race course, but also has some chemical plants and engine factories and race course support industry.
This feels quintessentially US and very 20th century.
Marion County is basically Indianapolis, with a handfuls of holes in it for independent towns and cities.

Los Angeles County also has a few cities that were incorporated as industrial areas inside or adjacent to neighboring residential cities, such as "Vernon":{https://en.wikipedia.org/wiki/Vernon,_California} and "City of Commerce":{https://en.wikipedia.org/wiki/Commerce,_California}. But As far as I am aware, none are complete enclaves. -
