That's silly. Even when they were first talking about herd immunity, it was expected that 60%-80% of the population would have to have been infected before there were noticeable protective effects.
AFAIK, no nation on earth is anywhere near that point yet, and that's even without the possibility of re-infection.
It's more likely that their strategy wasn't about reaching herd immunity, but about using only techniques they believe are both effective and non-invasive.
