#CA Consumer Privacy Act is said to be the strongest protection in the #USA. But it still sounds like opt-out instead of opt-in.

That's not the first time. In the very early 2000s, CA had a law protecting against telephone solicitors / robocallers. The feds passed a weaker rule that overrode it. Then CA passed a rule that gave residents notice and recourse against data breaches. The feds watered that one down, too.
They should go by the same rule they have with wages. States can pass their own minimum wages, but they must be at least as much as the federal minimum wage.
