   @dick_turpin Well, the determination was made due to things such as “exigent circumstances” and “survival of the federal government financially”. Apparently we are running into medieval-style problems of not having enough tax collectors to collect all the taxes.

     @alpacaherder Welcome to the club. $EMPLOYER has got people in positions where they normally expect to work 6-9 months/year that have been working 2-5 years continually with lots of overtime and very little time off.
