Backscatter at work is that personnel levels are dipping low enough that, despite the wish of the Congress for us to “do more with less”, we may have to jettison some customer-facing functions if we don’t want to turn into a complete farcical failure. I thought we were down but didn’t think we were *that* far down. Ulysses S. Grant ran these sorts of attrition levels commanding the Union’s armies way back when.

If you watch the 2nd Democratic Primary Debate, tally up how many candidates either want to increase taxes or “refundable tax credits”. Now, considering that the federal tax agency is not staffed by conscripts and the staff have been bordering on mutiny all year...think hard as to *how* these promises about taxation could be executed by a crippled tax agency. All the candidates want more money but want to further slash the tax collector’s staff & budget.
