@andlabs Then I'm not sure I understood the question correctly, since you already know about whitelists and blacklists. Or as some people prefer to call them, allow-lists and deny-lists.

@andlabs Ok, then I understood it correctly. No, not really possible without explicit mentions of servers, because of federation. There are no seed nodes, no explicit network.

@andlabs The point of federation is disintermediation. Nobody has a list of servers, unless they want to for blocking purposes.
It's like, can I set up a bunch of http servers that all can link to each other but not be linked from other http servers and cannot link to other http servers?
You could, sort of, by setting your servers to port 81 and saying that clients of these servers should treat http without an explicit port goes on 81.
I guess that's how you could segregate federation too. But I suppose you can subscribe to http://example.com:81/someuser from GS if there's an atom feed with WebSub there.
