I'm no fan of this kind of diplomacy & negotiation. Insisting that people join your ostracization clique is -bad- social ethics, and it -will- be weaponized at some point.

If you want to federate with HIS instance you need to be willing to follow his rules. That's reasonable. As I have done, I just said "no thanks". This is my belief. I know some admins are no ok with this, but it's his instance so it's his choice who he federates with Hallå Kitteh repeated this. -

A block does not only mean a site does not connect to a blocked site, it also filters out anybof their content being reposted, liked etc from other sites.
What they would see would be people on non-blocked sites responding to posts on blocked sites, and I suppose they are worried that people might get curious and find the replied-to content against better judgement.
So it's less like a protective screen and more like an enforced diet. -

If instance B doesn't allow certain content, it won't allow reposts of it either, so site C should be able to allow reposts of site A content even though site C is blocking site A, if they trust site B's policy/admin/users. -
