The Ontario Government is looking to do a pilot program; not because they are prescient, but because next election they will be looking at least twice as bad as they did in the last one, and after the pilot gives good (cost savings) results, they will be able to point to it and crow about their social progressiveness and hope we will have forgotten about all the bad stuff they have done. And, of course, if we want Basic Income implemented we’ll need to re-elect them.
