The same players from December are lining up and making the exact same statements that they did then. The odds are not favorable that this will successfully clear the House of Representatives before it rises Friday for its August recess. From AOC and her coterie to the Republican Study Committee to the Freedom Caucus, many oxen have been gored by this deal. Many, many people have stakes in killing it in favor of seeking better terms.

Anybody looking at my timeline right now may be wondering why I'm getting hysterical about seemingly arcane federal budgeting. In short, all the relevant players on Capitol Hill are stumbling into a very close repeat of their actions from December when the 35 day government shutdown happened. What's different this time is that the federal treasury may literally run out of cash on-hand by the first week in September instead of just people going without pay.
