Signups on nulled.red have been disabled due to alt accounts being made by the same person over and over, that same person harassing others, flooding the public timeline, and ban evading. Hell, can't even ban the IP range they have because of them constantly using a new VPN, new email, etc.

While I don't agree with this, I think it's wrong to block an instance with over 2,000 users because the administrator. That's just how I feel, though.
The administrator sounds like an asshole, but just the administrator. The entire instance and instance users shouldn't be silenced and/or suspended.
Feel free to suspend or silence instances if you want to, I don't really care. I just think that it would be a better idea to use the feature that allows you to suspend a single user instead.
navigate to settings > Administration > Accounts and find the user you want to suspend (even remote users) and use "preform full suspension" to suspend them.
