Donald Trump: US-Präsident ändert Datenschutzgesetz
US-Präsident Donald Trump hat per Dekret bestimmt, dass Nicht-Amerikaner nicht denselben Schutz ihrer Privatsphäre genießen wie US-Bürger. Einige US-Publikationen wie Techcrunch, aber auch der Whistleblower Edward Snowden sehen darin eine Gefahr für das Privacy-Shield-Abkommen. Das soll die Daten europäischer Nutzer auf den Servern von US-amerikanischen Unternehmen schützen.
Allerdings hat Trumps Edikt mit diesem Abkommen eigentlich nichts zu tun. Vielmehr bezieht es sich darauf, wie US-Behörden mit den Daten von Bürgern und Nicht-Bürgern umgehen. Konkret verlangt Trump, dass die Behörden, sofern das nicht gegen andere Gesetze verstößt, Nicht-Amerikaner von ihren Datenschutzbestimmungen ausnehmen.
US-Bürgerrechtler: Erlass ist Teil von Trumps Einwanderungspolitik
Auswirkungen hat das Dekret vor allem darauf, wie das US-Heimatschutzministerium mit den Daten von Menschen umgeht, die keine US-Bürger sind. 2009 hatte die Behörde festgelegt, dass die Daten von US-Bürgern und Nicht-Bürgern denselben Datenschutzbestimmungen unterliegen, wenn sie im gleichen System gespeichert sind. Genau das ist mit Unterzeichnung des Erlasses hinfällig.
Für Neema Singh Guliani von der US-Bürgerrechtsbewegung American Civil Liberties Union (ACLU) ist das Dekret vor allem eine Warnung an die Einwanderer in den USA. „Es sendet die Nachricht an undokumentierte und legale Immigranten, dass ihre sensiblen Informationen nicht geschützt werden“, erklärt die Datenschutzexpertin gegenüber dem Wirtschaftsmagazin Forbes.
