Directing excellent graduate students to fellowship opportunities can be frustrating. Easily, 1/2 to 2/3 of our graduate students come from outside the US, meaning that are non-US citizens. Most Ph.D. fellowship programs serving the physical sciences - NSF, Hertz, and Ford, for instance - require citizenship. However, IBM does not (though we have to wait 1 year to nominate Chinese nationals). We're trying to organize this information better, in general, for all our grads . . . but it's so frustrating when students are excluded merely by their national origin.
