Come to NYC. You will quickly see that bicycles can and do run into pedestrians, often causing harm. The New York taxi that ran into 6 people recently was struck by a (possibly motorized) bicycle that blew through a a traffic light.
(I suspect that the taxi driver panicked and hit the gas when he meant to hit the brake.)
I recently read that in an average year, one New York City pedestrian is killed by a bicyclist. That's nowhere near as many as cars kill, but it does show that regulating bicyclists is still important.
