The US isn't in the same position, but that's mostly because we have quite a bit of oil and gas production within the country, along with whatever we import.
Yes, we need to build safer plants, but we still need to build those plants.
And as an article posted by @simsa04 notes, nuclear plants can float offshore and along with generating and sending power to the mainland, they can separate out fresh water and other seawater components to be sent as well.
