@clacke Representative Higgins must think that Humvees and heat seeking missiles will help rescue stranded people and repair damaged homes, but we already have specialized equipment that does these things much better.
Don't get me wrong. They could use a few billion dollars worth of fire & rescue trucks and construction cranes right now, but that's not what he said.
