When it comes to the last decade or so of Microsoft Office, "f*ck the users" is company policy. I've spent loads of time helping users learn how to do their tasks again after a version upgrade hid or removed functionality.
I've also had to take files home, open them in a FOSS office product and save them in a format that the then-current MSOffice would open. And work with a vendor to help them make their product's generated spreadsheets comply with requirements of newer MSOffice versions.
So, no, it is more that the PHBs in HQ are Microsoft-centric, even if it stops work the field.
