Nowadays as a tax collector (*cough* high-stakes specialist telephone reference with limited legal aid) we’re in such a constrained operating environment that my first through third line managers don’t have time to do stuff like that. My 11th line manager (POTUS) doesn’t do all-hands e-mails thankfully. Everybody above 3rd line has communications staff they *must* utilize for wide mails.
